The semi-annual report document provides a template for School Advisory Councils (SACs) to provide feedback on restart progress. SACs are established at each restart school and are responsible for identifying community improvement priorities, evaluating restart operator applications, and making recommendations to the district superintendent about school-operator matches. In addition, the SAC has a role to report on the progress of the restart. The semi-annual report document provides a template for SACs to provide feedback on restart progress. The focus of the annual report is on:
• Fidelity of the Charter School’s implementation of its charter
• Adherence to roles and responsibilities of the SAC and the Charter School based on the Memorandum of Understanding (MOU)
• Challenges and next steps for the restart as identified by the SAC
Outcomes and Lessons Learned: Although SAC responsibility to report on restart progress aligns with strong practices identified in the restart authorization guide, Philadelphia SACs have not consistently performed this duty as described in this Semi-Annual Report reference guide. The restart operator is responsible for working with the SAC and operators have taken different approaches and had varying levels of success with engaging SACs with progress monitoring. The Semi-Annual Report provides clear guidance for the role of the SAC, but authorizers may find it difficult to support and enforce such specific guidelines for school community progress reports.
