Philadelphia’s School Reform Commissions (SRC) adopted its Renaissance Schools Initiative Policy in 2010. The policy establishes specific guidelines for key aspects of the school turnaround (restart) initiative; including: 1) Definitions for the types of Renaissance schools that can be established, including charter, contract, and district-managed “innovation schools; 2) criteria for identifying schools for Renaissance School intervention, 3) broad guidelines for soliciting restart/turnaround operators, 3) role of school community-based Renaissance School Advisory Councils (SAC) in the restart process, 4) guidelines for matching process between schools and operators, 5) broad guidelines for comprehensive accountability plans, and 6) student assignment requirements based on neighborhood enrollment zones.
