This checklist document guides the DC PCSB quality review of a charter operator (whether restart or new start) prior to opening. It is a readiness check that walks through various aspects of governance, staffing, curriculum, enrollment, operations and physical building readiness. It is available in editable form for authorizers to use and adapt for their purposes as part of their own work in the pre-opening time period.

Outcomes & Lessons Learned: The goal for using this checklist as part of the authorizer’s monitoring work is to ensure that the school is prepared to open (from an operational perspective). DC PCSB revised the pre-open visit checklist for SY 2015-16 to remove prescriptive language regarding how much insurance coverage should be obtained. Now, the checklist asks for coverage “in accordance with the school’s charter.”
