View Resource: Sample Charter Agreement
This sample charter agreement from TN ASD is used exclusively with school restart providers given the nature of the ASD. The contract articulates the specific requirements to serve an enrollment zone. It also articulates the operator’s right to function in the public school building of the former school. The contract is amended annually to reflect changes in state law and/or relevant district policies and expectations.

Outcomes and Lessons Learned: We had initially intended to execute a single charter agreement with operators that encompasses all of their approved restart schools upon match. However, given the complexities of annual grade phase-ins that differ across Operators’ schools, annual changes in the accountability framework and evolving laws and district rules pertaining to ASD enrollment eligibility and special populations service protocols, we decided to execute and amend, as necessary, individual charter agreements for each school that operators serve in the ASD.
