The primary lesson learned is that outright closure of schools can be good for students if the appropriate safeguards exist to ensure that displaced students get access to better schools. Through this process, RSD learned that turnaround is often but not always an appropriate strategy for a persistently failing school and provides specific examples of turnaround and alternative strategies. The document also explains the RSD approach to managing the operations and communications of school closure.
